Costs & benefits of the PLR Cadastre

Investments in the PLR Cadastre benefit not only the authorities and landowners, but also all players in the property market.

The costs for the development, operation and updating of the Cadastre of Public Law Restrictions on Landownership (PLR Cadastre) are offset by the resulting benefits for landowners, authorities and the various players in the property market, and are quantified at around 100 million Swiss francs a year.

Costs

The implementation costs depended to a large extent on the size, heterogeneity and organisation of the canton, as well as on the aspect of technical integration into the cantonal infrastructure. Thus the costs associated with the introduction of the PLR Cadastre varied enormously per canton, ranging from around 400,000 to 7 million Swiss francs. The average amount per canton was 1.47 million Swiss francs.

The average annual operating costs range from 30,000 to 480,000 Swiss francs per canton. On average, these costs amount to around 194,000 Swiss francs per year and canton.

The financing of the costs of the PLR Cadastre is shared equally between the federal government and the cantons.

Benefits

The PLR Cadastre results in direct cost savings, as well as other benefits that are currently difficult to quantify, including greater market transparency and the potential development of innovative products and services which, according to a study, are expected to give rise to greater economic prosperity.

The quantification of the benefits for the mortgage business, owners of real estate, the property evaluation sector and private engineering companies anticipates positive effects to the tune of between 50 and 100 million Swiss francs a year. Here, mention should be made of the greater transparency concerning the legal situation in the real estate sector, which results in a reduction of risk and thus in lower mortgage interest rates.
