Financing of the PLR Cadastre

The federal government and the cantons share the costs of the PLR Cadastre: the federal government contributes towards the operating costs, while the involved cantonal authorities bear the costs of updating it.

For the financing of the PLR Cadastre, a distinction is made between the operating costs and those relating to the input and/or updating of the datasets.

Operating costs

The operating costs are borne jointly by the federal government and the cantons.

The federal government pays a share of the operating costs of the PLR Cadastre, which encompass the acquisition of suitable hardware and software components, the training and provision of personnel, data protection and security measures, equipment for telecommunications and data transmission, operating procedures for data transmission, and supervision and verification processes.

The annual operating costs for the entire country amount to around 10 million Swiss francs. The federal government is responsible for around half this amount, which means that the federal government and the cantons each pay around 5 million Swiss francs a year. The share to be paid by the cantons is distributed among them as follows:

  • One-fifth is allocated to the cantons in equal proportions. This share corresponds to a basic infrastructure to be provided by each canton, regardless of its size or the number of managed public law restrictions on landownership.
  • Three-fifths calculated according to the population of the canton.
  • One-fifth calculated on the basis of the surface area of the canton.

Until the introduction of the PLR Cadastre has been completed, the global federal contributions towards the operating costs will be calculated and paid out in accordance with the status of introduction of the cadastre.

Surveying and updating costs

The financing of the surveying and updating costs is the responsibility of the relevant authorities at the federal, cantonal or municipal level.
