Federal expenditure

The Confederation will contribute to the cost of running the PLR cadastre. These costs include sourcing appropriate hardware and software materials, the training and provision of staff, data protection and security measures, setting up telecommunications and the supply of data, operational procedures for the supply of data and the certification of extracts, as well as checks and test processes.

These operating costs are estimated to reach around CHF 10 million annually. The federal contribution will be fixed at around 50%. Accordingly, the Confederation and cantons will each have an expenditure of around CHF 5 million francs per year. This share of the operating costs will be divided between the cantons according to the following system:

  • 1/5 will be distributed equally among the cantons. This fraction covers the basic infrastructure that each canton has to provide, irrespective of its size and number of public law restrictions on land ownership rights.
  • 3/5 will be distributed in proportion to the canton’s population.
  • 1/5 will be distributed in proportion to the canton’s surface area.

Until the entire cadastre can be implemented, the global federal contributions to the running costs will be determined with respect to the status of implementation.
